Press Release – From War to Peace: The International Relations Implications of the Israel-Hamas War, 2023-2025

The Institute of International Economic Relations (IIER), founded by the Association of SA & Entrepreneurship,  on 19th March 2025 hosted a lecture by  Prof. Arie M. Kacowicz , Chaim Weizmann Chair in International Relations at the Hebrew University of Jerusalem on the topic:

From War to Peace: The International Relations Implications of the Israel-Hamas War, 2023-2025

The speaker referred to two topics related to this lecture. In the first part, he addressed the International Relations implications of the Israel – Hamas from the perspective of the foreign policy of Israel and its relations with other countries, both at the regional and international systemic levels. The most salient implication of this war has been the return of the Palestinian issue to center stage at all levels of analysis. Hence, in the second part of his lecture,  Prof. Kacowicz focused on possible scenarios for the transition from war to peace.  In that context, he referred to the possibility of a peaceful change between Israel and the Palestinians in the aftermath of the war. To achieve a peaceful process,  there should be two important conditions: First, Israel should recognize a priori the existence of a Palestinian state, before the negotiations about implementing peaceful change. Second, the end-product of the process should not be just a typical two-state solution, but rather the adoption of a confederal scheme.
